Covenants cover the outside

Every deed here ties the property to a homes corporation, condominium association or rental complex under the Village Foundation, and the review board handles exterior change. A floor inside your home is not part of that.

Cluster parking and walk ins

What the Architectural Review Board Does and Does Not Cover

This is the question we get most often here, and the answer saves people a lot of unnecessary worry. The Village Foundation is obliged by each homes corporation’s covenants to enforce architectural standards, and any exterior change needs a property improvement request reviewed by the volunteer architectural review board. Criteria genuinely differ neighbourhood by neighbourhood. But new carpet, new hardwood, a stair runner or a new subfloor are interior work, and interior work is not what that process governs. Where it can touch us is at the edges: a skip or dumpster in a shared space, materials stored outside, anything attached to the exterior. If your job involves any of those, you file the request and we work to whatever comes back.

A planned community with two generations of housing

Montgomery Village started as farmland. The Kettler Brothers assembled the land from 1962, broke ground on the first house in 1966, and the first residents moved in during 1967. The farmland had almost no trees, so thousands of full grown pin oaks were trucked in and planted. What grew out of that is now more than 12,500 homes across garden apartments, townhouse clusters, condominiums and single family houses, with pedestrian tunnels running under the busier roads.

The second generation is recent. The golf course closed in 2014 and has been redeveloped as a new neighbourhood of single family homes and townhomes, with model homes from 2020. So one call here might be a late sixties townhouse that has settled for over fifty years, and the next might be a house finished last year. They need different preparation, and we check rather than assume. A fifty year old townhouse floor has had time to settle and often wants levelling before a rigid plank goes down, where a house finished last year usually takes whatever you choose straight away.

Density is the thing to plan around

Nearly nine thousand people per square mile changes the logistics more than it changes the flooring. Townhouse clusters share parking. Some homes are reached on foot from the nearest bay. Condominium buildings have their own rules about work hours, lifts and sometimes insurance certificates.

None of that is a barrier, and none of it costs extra, but all of it has to be settled before we set a date. Not for the floor itself. The architectural review process covers exterior change. Interior flooring sits outside it. If the job needs a dumpster or outside storage, that part may need a property improvement request from you.

I am in a condo. What does the association need from you?

Usually the work hour window, any dock or elevator rules, and sometimes a certificate of insurance. Ask your association what it requires and send that with your enquiry so the quote and the date are right first time.

Our house is one of the new builds. Is that easier?

Generally yes. New construction tends to have flat, consistent subfloor that takes whatever you choose. The older Village stock is well built but has had decades to settle, so we check level before quoting a hard floor.
