Waterproof describes the plank. It means the material itself will not swell, buckle, or come apart when water sits on it. That is a real advantage over anything with a wood core, and in a basement it can be the difference between mopping up and tearing out.
It stops there. The subfloor under the plank still gets wet. Drywall still wicks. Base trim still swells, and whatever was stored on the floor is still ruined. So we treat waterproof as a property of one layer, not a promise about the room. Where spills are quick and rare, laminate flooring installation may cover you for less money.
These three rooms fail for three different reasons. A basement takes moisture from below, through the slab, quietly and constantly. We test the concrete before choosing anything and roll a moisture barrier under the floor. A bathroom takes water at the edges, around the tub apron and the toilet flange, where the floor stops. A mudroom takes salt, grit, and melting snow off boots, which is abrasion as much as water.

Water almost never goes through the middle of a plank. It goes through the seams and around the perimeter, then sits on the subfloor where you will not see it for months. So the joint quality and the edge detail matter more than the marketing.
We keep the joints tight, hold the expansion gap where the product needs it, cover it properly, and cut transitions to the finished height so nothing lifts. The planks usually can. The room around them often cannot, because water wicks into drywall, base trim, and anything stored on the floor. Waterproof flooring saves you the floor replacement. It does not make a flood a non-event.
No. Vinyl planks with an SPC core have no wood in them, so standing water does nothing to the core. Waterproof laminate still has a fiberboard core with a sealed top and edges. It handles a wiped-up spill; it does not handle sitting water.
Usually yes, once we check the slab. We test for moisture, grind high spots, and fill the low ones, then roll a moisture barrier before the planks. If the slab is actively wet, that gets sorted out first.
Vinyl plank works well in a bath if the perimeter is handled right. We hold the expansion gap, run the floor under the toe kick line, and detail the edge at the tub apron and the toilet flange. Those three spots are where bathroom floors fail.
